Role Responsibilities
The Procurement Officer plays a central role in managing the Ministry’s procurement and contracting activities, including vendor qualification, tendering, and contract execution. This position provides expert guidance to ministry staff, ensures compliance with legislation and trade agreements, and maintains procurement policies and documentation. The position supports the Contract & Grant Review Committee (CGRC) and oversees public postings through Alberta Purchasing Connection and 1GX systems. Working closely with internal teams, legal advisors, and financial services, the role also supervises the Procurement Coordinator and contributes to continuous improvement of procurement practices across the department.
Responsibilities:
1. Acquire contracted services in alignment with ministry business plans, regulations, policies, procedures, and trade agreements. Ensure requirements are clearly defined and procurement is fair and transparent.
• Lead end-to-end procurement for complex/high-risk contracts
• Advise on strategy, risk, and compliance
• Manage contracts in 1GX and ensure data accuracy
• Liaise with Legal Services, Treasury Board, and vendors
• Deliver training and mentorship to staff
• Support policy development and process improvements
• Represent the ministry in cross-government forums
2. Contract & Grant Review Committee (CGRC) Secretariat
• Review CGRC submissions for completeness and policy alignment
• Assess sole-source requests against Treasury Board directives
• Coordinate CGRC meetings, materials, and approvals
• Provide guidance and obtain legal/risk input as needed
3. Contract Coordination & Leadership
• Main contact for staff and managers on procurement and APC postings
• Advise on procedures, risk, and complex agreements
• Support RFP development, vendor evaluation, and contract execution
• Ensure compliance with policies and trade agreements
• Lead vendor debriefs and supervise Procurement Coordinator
4. Program Quality Assurance / 1GX SCM System Support
• Develop and update contract policies and procedures
• Monitor legislation and recommend policy changes
• Ensure contracts meet compliance standards
• Review Deputy Minister approvals for risk and policy alignment
• Respond to vendor inquiries and resolve issues
• Act as SME for 1GX SCM processes and reporting
5. Supervision
• Supervise Procurement Coordinator, including training, performance management, and alignment of activities
6. Training
• Train contract managers and 1GX users on policies and systems
• Develop and deliver training materials (virtual/classroom)
• Identify training gaps and collaborate with Service Alberta
• Ensure cross-training for surge capacity and succession planning

Creative Problem Solving – Collaborates with program areas to resolve contract issues, involving Legal, Finance, or Service Alberta as needed. Supports contract managers in improving procurement and grant details. Ensures program representatives are prepared to address questions during CGRC meetings.
Qualifications
Requirements:
Bachelor’s Degree in a relevant field, supplemented by a minimum of two years of related progressively responsible experience is required. Related experience or education may be considered as an equivalency on a one-for-one basis.
Equivalency: Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.
Assets:
• Extensive knowledge of public-sector procurement legislation, trade agreements, and industry best practices.
• Fundamentals of contract law, procurement supply chain management (SCM), and project management.
• Strong analytical, negotiation, and communication skills.
• Demonstrated experience drafting and managing complex contract and procurement agreements and procedures.
• Ability to work independently and lead cross-functional teams.
• Proficient in 1GX and other procurement and contracting software or systems.
• Familiar with the GOA financial management system, including the roles of Expenditure Officers, Accounting Officers, and Contract and Grant Managers.
• Leadership and Supervisory competencies to supervise the Procurement Coordinator position.
• Purchasing Designations: SCMP (Supply Chain Management Professional), CPPB (Certified Professional Public Buyer), or CPPO Certified Public Procurement Officer).
