Role Responsibilities

Reporting to the Manager, Governance and Planning Policy, the Policy Advisor is responsible for providing proactive, comprehensive, and sound policy advice to support the objectives of the Municipal Services Division.

This position provides strategic advice to senior managers and the Minister related to the development and implementation of changes necessary to address key municipal governance, elections, and planning issues facing Alberta municipalities. This includes providing strategic policy development and advice on ministry priorities and legislation including the Municipal Government Act and the Local Authorities Election Act. The team also captures and analyzes information related to municipal challenges and trends.

Responsibilities:
• Proactive, strategic policy development.
• Support for Major Projects.
• Support for enhancing relationships with stakeholders and their associations.
• Tracking and analyzing key municipal issues.
• Providing information and advice – Support the branch by drafting or reviewing briefings and responses for Ministry executive and the Minister as well as for other Ministers, MLAs and the Premier.

Qualifications

Requirements:
• University graduation in a related field such as Business, Economics, Management, Political Science, Public Policy.
• 4 years of related experience in program and policy research, analysis, development and implementation.

Equivalencies: Directly related education or experience considered on the basis of:
• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education

Assets:
• Strong understanding of the political context in which the Ministry operates.
• Knowledge of policy analysis theory and practice, including complex, multi-stakeholder policy and program development, as well as policy planning and decision-making processes within government.
• Familiarity with the development and implementation of policies, programs, and legislation within the Government of Alberta framework.
• Hands-on experience leading projects involving legislative, regulatory, and policy changes, providing strategic direction and practical recommendations to senior leadership.
• In-depth understanding of the connections between policy development, planning, decision-making, monitoring, and evaluation.
• Expertise in stakeholder Engagement & Facilitation – facilitating groups, building consensus, and navigating politically sensitive environments to promote collaboration and informed decision-making.
• Strong written and verbal communication skills, including experience coordinating executive-level meetings, drafting briefing notes and ministerial correspondence, articulating strategic goals and outcomes.
• Advanced skills in Microsoft Office Suite (Teams, PowerPoint, Word, Excel, Outlook).
